In parallel, there is an ongoing acceleration of space activity, including with irresponsible behaviours in space, which lead to further space debris creation and risks of collisions and interferences, creating an urgent need to address safety and sustainability challenges in space
On the occasion of the 20th anniversary of ESPI on 25 September 2023, ESPI signed a Memorandum of Understanding with the Austrian Federal Ministry for Innovation, Mobility & Infrastructure (BMIMI, formerly BMK).

The Centre was formally launched at an inauguration reception at ESPI premises on 27 March 2025, welcoming representatives from sectors benefitting from space technologies, space sustainability experts, as well as ambassadors, and international diplomatic representatives based in Vienna.

As a community-facing initiative, the CSR aims to facilitate informed dialogue and build understanding and trust among space and non-space communities, with the underlying vision to shape intergovernmental, multilateral, and European discourse and public debate and accelerate decision-making processes.
